Objective

The objective of Sultan is to have the king of hearts surrounded by eight queens. This is done by building seven of the eight king foundation piles up to the queen and the ace foundation pile up to the queen.

Setup

Remove all kings and one ace of hearts. Using these cards, deal a three-by-three grid to form the nine foundation piles. Each foundation pile starts with one card. Use the ace of hearts for the middle foundation pile on the bottom row. Use one of the king of hearts as the center foundation pile of the center row. Fill the rest of the grid with the kings. Deal eight reserve cells with one card each. Place the remaining cards face down to form the stock.

Game Play

The king of hearts in the center foundation pile of the grid may not be built onto or moved. The seven outer king foundation piles are built in ascending order to the queen, in suit. The ace foundation pile is built in ascending order to the queen, in suit. To add a card to a foundation pile, it must be one rank higher and of the same suit as the top card of the pile it is being moved onto. Aces may be played on kings to continue the building sequence.

The top card of the waste pile and each card in the eight reserve cells are available for play onto a foundation pile. When a reserve cell becomes empty, immediately fill it using the top card of the waste pile, or the stock if the waste pile is empty. There may only be one card per reserve cell. When there are no more available moves that the player wants to make, flip the top card of the stock over to form or add to the waste pile. When the stock is depleted, you may redeal. To redeal, flip the waste pile over to reform the stock. You may redeal twice per game. The game is over when the stock is depleted a third time and there are no more moves.

To Win

Sultan is won if the seven outer king foundation piles are built in ascending order to the queen, in suit, and the ace of hearts foundation pile is built in ascending order to the queen of hearts, in suit. In a completed game, the king of hearts in the center will be surrounded by eight queens. If there are no more moves after the stock is depleted a third time, and the foundation piles are not completed, the game is lost.
